Neždet Mustafa was born in Skopje on May 17, 1962. He is a father of three children. His native language is Romani, and he is fluent in Macedonian, Serbian, Croatian, and German. He completed his higher education at the Faculty of Philosophy in Skopje. Mustafa began his career as a director at the "Roma" Amateur Theatre. He also founded the first Romani political party, PCER, which later merged with DLPR to form the United Party for Roma Equality. Throughout his career, he has held several significant positions, including: Mayor of the Municipality of Šuto Orizari (for two terms), Member of the parliamentary composition in the Assembly of the Republic of North Macedonia (for two parliamentary terms), and Minister without Portfolio in the Government of North Macedonia.

Since 2004, Mustafa has been the Secretary General of the European Roma Forum at the Council of Europe in Strasbourg. He has published two local works: "The First Years" (2002, Skopje) and "Romism and Antidefeatism" (2023, Skopje).

He has received numerous awards and recognitions, including the "Certificate of Appreciation for Special Contribution to the Formation of the European Roma and Travelers Forum (ERTF) - Founder" (2008), the "3rd November Award" (2015), the "8th April Award" - First and Most Successful Mayor of the Municipality of Šuto Orizari (2019), and the "Most Successful European Roma Politician" (2022).
